What are the methods involved in impact assessment?

Impact assessment (IA) is a formal, systematic and evidence-based procedure that evaluates the consequences and influence of particular projects or policies. Impact assessment involves the careful evaluation of the implications faced by people and their environment, after the implementation of a project. Furthermore, impact assessment creates an opportunity for the modification or even abandonment of certain projects. Since it assesses the outcome as well as the impact of several operations, impact assessment is applied at all stages of the decision-making process. Several impact assessment and evaluation expert services in Karnataka offer professional help in gauging and analysing policies without any discrimination.

The methods of impact assessment are categorised into eight groups based on usage.

  1. Scoping -The method which employs identification and prioritization of crucial issues related to a particular project or policy is called scoping in impact assessment. Analysis of the extent of work done in a project is also done in scoping. Scoping is based on a scrupulous understanding of the receiving environment. Additionally, policy framework and strategic planning are considered in scoping.
  2. Qualitative analysis- Qualitative analysis in impact assessment requires more substantial evidence for outcomes of policies. It encourages greater participation and ownership of stakeholders involved in a particular project. Data collection in qualitative research service in Uttar Pradesh, focusing on the private health sector, showcased that private facilities were ready for data sharing if they were promised confidentiality.
  3. Quantitative analysis- Quantitative analysis in impact assessment enables you to see the aftermath of a project in real-time. It also helps in identifying gaps in a particular policy. Quantitative analysis can be customised according to the requisites and interpretation of the clients.
  4. Aggregation and comparison of options – A company that invests in a wide range of activities, will require a mode for aggregating or summarising the impact of these activities. Also, a comparison of the impact of activities allows the allocation of resources to those activities that create the most impact. Comparison of policies must be done on the grounds of their social, environmental and economic impacts.
  5. Analysing coherence- In impact assessment, analysing coherence involves measuring the negative and positive consequences of a particular policy.
  6. Supporting participation and involvement- Impact assessment encourages transparency and participation of the public in the decision making process. However, impact assessment can only aid in the process of decision making and not act as a substitute for it.
  7. Data presentation and involvement- Stakeholders of a policy should be involved in the inception of impact assessment. They should be able to provide data on the problem, objectives of the policies and other related issues.
  8. Monitoring and evaluation- Monitoring and evaluation in impact assessment take place in different stages and scales for stakeholders and policies. Consistent monitoring and evaluation of the progress and achievements made by a particular policy ensure the creation of a flexible management system.
